Community consultation shapes decision
The future of land at 2 Hobart Road, on the corner of Williss Drive in Normanville, has taken a significant step forward, following a formal Council decision based on community consultation and deliberation.
Between 12 February and 25 March 2026, Council undertook a community consultation process to gather public feedback on a proposal to revoke the land's classification as Community Land. Submissions received during this period formed a key part of Council's decision-making process.
At its recent meeting, Council formally received the consultation outcomes report, marking an important milestone in the progression of the proposal.
What Council decided
After reviewing the feedback and considering the broader implications, Council resolved to:
- ✓Proceed with revocation of the Community Land classification for the entire parcel at 2 Hobart Road
- ✓Submit a formal request to the Minister for Local Government, seeking approval to revoke the land's status
- ✓Request a follow-up report once the Minister has made a decision, allowing Council to make a final determination
Legal description: The land is legally described as Allotment 28 in Deposited Plan 6561, under Certificate of Title Volume 5553 Folio 730.
This decision does not yet finalise the revocation but moves the process into the next stage, requiring State Government approval.
Division called on the vote
The motion, moved by Cr Wayne Gibbs and seconded by Cr Shane Grocke, was ultimately carried, but not without debate.
Cr Davina Quirke called for a formal division, prompting the Mayor to set aside the initial vote and conduct a recorded count.

What happens next?
The decision now progresses beyond Council to the Minister for Local Government, who will review the submission and determine whether the revocation can proceed.

The classification of land as Community Land places specific protections and restrictions on its use. Revoking that status opens the door for alternative uses, development opportunities, or changes in management — making this a potentially significant decision for the Normanville community.
